Assistant Director, Federal Bureau of Investigation, the third highest position in an agency of 28,000 employees, with a history of upward mobility, increased responsibility, and demonstrated results.  Presidential Meritorious Award winner during the Clinton administration and a member of the elite Senior Executive Service (SES-06), at the equivalent rank of a four-star general. Extensive leadership experience in decision making, strategic planning, operations, finance and administration, congressional, media, and public relations.  Additional experience following 9/11 as Federal Security Director, organizing and rolling out the newly created Transportation Security Administration, meeting congressionally mandated aviation security deadlines under intense pressure. Chief of Staff and second highest-ranking member of the largest fully accredited sheriff’s office in America, responsible for a staff of 6,300 and a $700M annual budget.

 Summary of Skills and Accomplishments
·    Trained, equipped, and deployed 465 new federal screeners at airport with
     11M annual passengers, meeting short security deadlines.  Recognized by
     J.D. Power and Associates for excellent customer service.  No security
     breaches during three  (3) years of leadership.
· Commanded federal anti-terrorist assets during the last visit of Pope John
     Paul II to the U.S., in close cooperation with the U.S. Secret Service, state
     and local law enforcement, without incident.  ·
         Designed and built
     two (2) state-of-the-art FBI regional field offices, one (1) of which 
     included a convertible Joint Operations Center, the only one (1) of its kind
     in the FBI.
· Initiated the first statewide crime and customer satisfaction survey in the
    FBI, in cooperation with Michigan State University, collecting public 
    responses used to establish program priorities.

 Reorganized worldwide FBI inspection and audit process, increasing oversight
    while reducing expenses.
·
 Diligently monitored $3B annual budget and performed duties similar to an
    Inspector General, with responsibility for inspections, planning and
    evaluations, audits, and major project reviews, to prevent waste, fraud and
    abuse, while reporting to the Director.
· Special events coordinator for security and public relations at FBI HQ,
    responsible for the planning and implementation of high profile activities
    involving the President, Vice President, Attorney General, and Director.
· Introduced Enterprise IT Project Management protocol to the sheriff’s office,
    minimizing cost overruns and delays.
· Consolidated fire rescue and law enforcement E911 dispatch/communications
    under a unified command, reducing overhead and increasing efficiency, while
    successfully achieving national re-accreditation.  The combined
    communications center processes more than 3.5M calls annually.

 Expanded training for sworn and civilian personnel, partnered with four (4)
    major universities, and created first-ever opportunity for distance learning.
    Established new supervisor leadership academy and developed an executive
    leadership certificate program drawing students from throughout the
    southeast United States, in cooperation with the National Sheriff’s
    Association and the University of Louisville.

 Managed new business development and delivery of service by 1,000 private
    security employees in nine (9) branch offices in Southern California.  Clients
    included The Aerospace Corp., Los Angeles Times, Motorola, San Diego
    Union Tribune, Sony, and Toyota.  Retained legacy accounts while growing
    business for a global security firm with 18K employees and  ISO 9001:2000
    registration.
· Restructured law enforcement, and fire rescue and emergency services
    training, resulting in better coordination and efficiency.

 Redesigned and deployed new automated scheduling system for 600 fire
    fighters/paramedics.
